I am working on a documentary film about DCFS. I have had two of my children in the system, so I have experienced the system up close and personal. I have seen the squander of taxpayer’s dollars. DCFS pays out to Catholic Charities close to 250 million dollars each year (these are estimated based on figures obtained under the FOIA from DCFS and are compiled in a loose manner from 2009-2010). This is just a small percentage of the wasted monies that the state should be investigating. With more than Catholic Charities billing the state, there are thousands of agencies with their hands in the pocket of Illinois. The recent problems with the former director should be bewildering enough to want to overhaul the system, yet it seems to be business as usual for Illinois.

DCFS is a system that is out of control. The system exploits children for government money while parents and tax payers are charged for the cost of their care. Fraud, fabrication, withholding, and destroying of evidence, unnecessary termination of parental rights and double dipping are common while confidentiality clauses are used to protect the beneficiaries of the state’s money. DCFS is a wasteful bureaucracy with no clear leader and unclear policies. Recent statics show that children entering into the system are at greater risk of developing a syndrome know as arrested development, poor social skills and a lack of proper education.

So why is nothing being done? Illinois in the 2^nd worst state in the country for debt, with California the worst. To me it seems like we are trying the surpassed California. This is why I’ve taken my cause to a film format. I intend on exposing the corruption within the system, and the perpetrators of this out-of-date system. It is my belief though that the system has good people working within it, and does some good for families and children. The system just needs to have a full and complete audit.

I have clear and undisputable proof of fraudulent activity by the Champaign County State’s Attorney. I have documents that were filed in family court that proves this claim. This is just the type of activity that causes the system to facilitate the out of control spending. These are children that should  have never been placed with DCFS and with no ability to be reunified with their family. I hope this letter prompts you to take a closer look at the DCFS system, and call for legislation to reform the system.  Also to look into the practices of not only the Champaign County Court system but courts across the state and correct the behavior of how the system operates on local levels.
